Bulletin no. 3 is the criminal record extract issued to the person concerned. It is the version asked for by employers, by marriage files, by naturalisation applications and by some visa applications.
You apply at the court of first instance for your place of birth, or online through the Ministry of Justice service, which remains the fastest route – including from abroad.

- Choose how to apply
Online for speed, at the court if you are on the spot and in a hurry, at the consulate from abroad.
- Choose how to receive it
Three options on the portal: email (with an NFC-capable phone and a readable CNIE), secure post, or collection at the court of your choice.
- Enter your civil status details exactly
Surname, first name, date and place of birth must match the register character for character.
- Pay the stamp
Online payment or a physical stamp, depending on the channel you choose.
- Collect the extract
Collection at the court or delivery by post to the address you gave.
Pitfalls to avoid
- Applying for the document too early: most files require an extract less than three months old.
- Entering approximate civil status details - one letter different from the register and the application comes back with no result.
- Confusing bulletin no. 3, issued to the person concerned, with bulletins no. 1 and no. 2, which are reserved for the authorities.
The three ways of receiving it online
On the official portal casierjudiciaire.justice.gov.ma, bulletin no. 3 can be handed over in three ways:
- By email – provided you have an NFC-capable phone and a readable CNIE;
- By secure post – delivery charges payable online, with the amount shown on the portal depending on whether the address is in Morocco or abroad;
- Collection at court – you choose the court of first instance where you pick the document up.
These options exist only on the online route, which is often the deciding factor when you live abroad.
Frequently asked questions
How long is the document valid for?
It has no legal period of validity, but in practice the authorities and employers require a document less than three months old.
Can I apply for it from abroad?
Yes, through the Ministry of Justice online service or via the consulate. Delivery by post lengthens the processing time.
Does it need to be translated?
For a foreign authority, a sworn translation is almost always required, and sometimes an apostille or a legalisation. Check exactly what the receiving body asks for.
