Preparing your summer return to Morocco

A three-stage countdown, so the documents are ready before you leave rather than requested on the spot at the worst time of year.

Every summer the same scenes repeat: three hours queuing at the administrative annexe for a certificate that could have been obtained online, a vehicle held at the port for want of a paper left behind in France, a notary appointment impossible to secure before September.

None of these is really an administrative problem. They are calendar problems. Almost all of it is solved by preparing in spring what will have to be produced in summer, and here is the order.

Three months out: the documents that govern the others

Start with the only check that really counts: is your national identity card valid, and your passport too? An expired identity card blocks, in cascade, passport renewal, opening an account, registering a vehicle and a marriage file. It is not one document among others, it is the keystone.

If either has to be redone from abroad, book the consular appointment straight away. Slots in consulates in major European cities become scarce from May, and production takes place in Morocco, which lengthens the wait compared with an application filed on the spot.

This is also the moment to ask yourself what you will have to sign this summer. A sale, a purchase, an inheritance, managing a property: if you will not be there at the right moment, or if a co-heir will not, a power of attorney will have to be prepared, and that cannot be improvised in August.

Two months out: the documents that expire

Many administrations and notaries require recent documents, often less than three months old. Requesting too early is therefore as counterproductive as requesting too late, and two months out is generally the right compromise.

In this category: the birth certificate extract, the residence certificate, the criminal record extract and, for pensioners, the life certificate that pension funds require.

This is also the window for drawing up and legalising a power of attorney. It is signed at the consulate, legalised, then has to reach its recipient in Morocco physically. Allow for postal time, and provide a spare copy: a lost power of attorney cannot be replaced remotely within a few days.

One month out: the vehicle and the money

The vehicle. Two situations not to be confused. You are coming for the summer with a foreign-registered car: that is temporary admission, with no duties to pay, but with conditions on duration and departure to respect. You are importing the vehicle permanently: duties and taxes are due, and the customs clearance calculator gives the estimated amount before you commit.

In both cases, check your insurance cover for Moroccan territory before boarding. A European policy does not automatically extend to Morocco, and border insurance bought in a hurry at the port costs more than an extension negotiated in advance.

The money. Last-minute transfers are the most expensive, because you take what is available rather than what is advantageous. One point not to overlook if you intend to buy a property: the route by which funds enter Morocco determines your right to repatriate the proceeds of a future sale. That decision is taken before the transfer, not after.

Departure week: the digital file

Scan everything: identity card, passport, driving licence, vehicle registration document, insurance certificate, civil registry documents, powers of attorney, proof of residence abroad. Keep it all somewhere you can reach from your phone, and send a copy to someone you trust.

That quarter of an hour of preparation settles almost every incident of the summer. A lost original can be replaced; a lost original that nobody has a copy of costs you the trip. Take several paper copies of the most requested documents as well: many counters keep the copy you hand over and have no photocopier available.

What can be handled perfectly well from abroad

The list is longer than people think, and it saves queuing on the spot: paying the vehicle tax, applying for a passport or identity card at the consulate, civil registry documents, signature legalisations, powers of attorney, life certificates.

By contrast, anything touching a property, customs or registering a vehicle requires being physically present in Morocco, or an agent holding a properly drawn power of attorney. That is the dividing line to know before building your schedule.

Frequently asked questions

How long can you drive a foreign-registered car in Morocco?

Temporary admission is open to people habitually resident outside Morocco, for a limited period assessed by customs, and the vehicle must leave the territory within the time allowed. The conditions and exact duration should be checked with the ADII before departure, because overstaying is hard to resolve afterwards.

Do you have to declare the money you bring?

Above a certain amount in foreign currency, a declaration on entry into the territory is compulsory. It is free, is made at the border post and protects the traveller, particularly if they intend to leave with unspent currency. The applicable threshold should be checked with the Office des changes or customs before travelling.

Can I renew my identity card during my holiday in Morocco?

Yes, at an administrative annexe, but it is the worst time of year to attempt it: demand peaks and production is centralised, so the processing time does not depend on where you file. If the card expires this year, do it at the consulate in spring.

Is a power of attorney signed in France valid in Morocco?

One drawn up at a Moroccan consulate can be used directly. One drawn up before a foreign notary requires legalisation or apostille formalities and a translation, which takes time and costs more. The consular route is almost always the simplest.
